The staff scans at the door and the attendance list ticks itself.
On the morning of a competition, everything happens at the door. One queue that jams and the first heat starts late. Every paid entry receives a pass carrying its QR, staff scan it on the way in, and the present list updates for everyone at the same time. Absentees drop out of it too, which saves you running a heat with an empty lane.
The PDF is generated by the platform, with your competition artwork, the entrant details and their QR.
The QR opens an admin page, so an athlete scanning their own pass does not check themselves in.
The list also ticks by hand, for the entrant who lost their email or who came in through the side door.
One setting marks present anyone who already has a score, and catches up in one pass everyone who ran unticked.
Volunteers have their own tab and their own check-in QR, on the same page as the athletes.
Numbers are laid across the whole list in one go and renumbered once the field has moved.
On a hybrid race, handing a transponder to a team marks that team present in the same gesture.
The entrant card with their name, their division and their team, and the button to mark them present. Scanning runs on a phone from the browser, with no hardware to rent.

You send the pass again from the check-in page, or you mark them present by hand after searching their name. Nothing depends on the QR.

Yes, spectator tickets have their own door scan, with delegated scan links when a supplier is holding an entrance.
